Minimum Qualifications NY HELPS: Health Systems Specialist Trainee 1: A bachelor's degree or higher.Health Systems Specialist Trainee 2: A bachelor's degree and one year of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.Health Systems Specialist 1: A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.Permanent Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.Preferred Qualifications: Strong communication, interpersonal and organizational skills. Experience in conducting fiscal reviews, analysis, or audits; the New York State Civil Service recruitment process, contract management and New York State procurement laws and processes; and policy and procedure or other guidance document development.

Duties Description Using strong organization and computer skills, the successful candidate will support the Division of Residential Support, Administrative Unit in its collaboration with the Long-Term Care Ombudsman Program. The incumbent will ensure that clear policies and procedures are in place to support mission-critical tasks; data is maintained accurately and reported timely; quality improvement efforts are identified and implemented, as needed; and appropriate stakeholder communications are maintained. The incumbent will also support the Administrative Unit in various capacities including to coordinate Center recruitment and retention activities; assist in development of training, onboarding, performance planning and personnel retention projects; develop Requests for Proposals or Applications and associated material to maintain accountability for State Funds, Track Spending via applicable budget exercises and the Statewide Financial System, perform necessary internal audits, and maintain close collaboration with the Center for Long-Term Care Budget and Administration to approve spending related to grants and/or contracts. The successful candidate will perform other duties as assigned including, but not limited, to managing the shared mailboxes and coordinating communications, with a focus on achieving consistency and efficiency.
